1. (C) During the Ambassador's brief farewell call July 7
with Deputy Prime Minister and Minister of Foreign Affairs
Shaykh Dr. Mohammed Sabah Al-Salem Al-Sabah, the Minister
described the GCC ministers meeting in Riyadh July 3 as
"pessimistic" about current events in the region, and
preparing for challenges to their internal security. At the
meeting, which included Foreign and Defense Ministers, and
National Security Advisers from the six GCC states, there was
a general sense that the situation is worsening in Iraq,
Lebanon, and the Palestinian territories. He said that the
GCC Ministers were most focused, however, on the security
threat posed by Iran, clarifying that they were not as
concerned about the nuclear threat as they were about the
threats to internal security in GCC states and the
increasingly worrisome role of Iran in Iraq.


2. (C) The Ministers instructed their National Security
Advisers to prepare over the next two months a comprehensive
action plan that will focus on protecting the internal
security of the GCC states from terrorism inspired by Iran.
(Note: Presumably this will include better information
sharing about security threats.)


3. (C) Shaykh Mohammed noted that when he had met with the
Secretary and other officials in Washington last month he had

indicated the need to hold another GCC plus Two consultation
with Secretary Rice and it had been agreed to do so soon
after the GCC ministers met. Now that they have, he hoped
the meeting would occur very soon. He said that he had been
in Washington at the same time as Omani Minister Yusuf Bin
Alawi and both had offered to host the meeting. He had
agreed at the time that it would be best for the Omanis to
host, since Kuwait had done so once and Oman could use the
boost after the storm damage.
