(C) A/DCM on January 8 discussed U.S. plans for tabling the
Burma resolution in the UNSC with Malaysian Foreign Ministry
Under Secretary for Multilateral Political Affairs, Shahrul
Ikram, following our delivery of ref A points to relevant
Ministry offices on January 5. A/DCM recalled Malaysia and
ASEAN's previous engagement on Burma and urged Malaysia's
support of our renewed effort in the UNSC. Shahrul, whose
responsibilities include UN political matters, reiterated
that Malaysia supports the Secretary General's "good offices"
mandate, but the Ministry continued "to look at the merits"
of a UNSC resolution at this time and had reached no formal
position. He added, however, that during discussions in
December on the draft UNSCR the Foreign Ministry had
concluded that Burma "does not pose a threat to international
peace and cooperation" and had made this position known in
New York. Malaysia would not necessarily weigh in on this
matter before the UNSC, but of course would respect the
UNSC's future decision. Shahrul anticipated discussion of
Burma at the ASEAN Summit in Cebu, but indicated that
Malaysia was not prepared to voice support for the draft
UNSCR with its ASEAN neighbors.
