U.S. full-scale counterterrorism exercise to Muhammad Hatta
bin Ab. Aziz, Secretary of Malaysia's National Security
Council, which has responsibility for national emergency
management. On October 2, the NSC replied that it would be
unable to attend the exercise due to other engagements that
had been planned since the beginning of the year.
