1. (U) Post received on July 6 a letter addressed to President Bush
from DRC President Joseph Kabila congratulating the United States on
its independence day holiday. An informal translation of the letter
follows:

Your Excellency Mr. President,

On the occasion of your country's independence day on July 4, 2007,
the Congolese people join me in wishing a happy celebration to you
and to our friends, the people of the United States of America.

On this happy occasion, I pray that you may be blessed and that your
work will bear fruit for your people as well as for all humanity.

I take this opportunity to renew thanks from the Congolese
government for the valuable support of your country to the peace
process in the Democratic Republic of the Congo, especially in the
areas of security sector reform through restructuring of the
national army and police, as well as in the area of diplomacy
through coordination of the Tripartite Plus One Commission.

I look forward to strengthening the amicable and cooperative
relationships which have always existed between our two peoples and
our two nations.
