2. (SBU) Per Leahy Amendment human rights vetting
requirements, please screen the following person scheduled to
receive DIILS-sponsored training in the U.S.

Gatete is the senior ranking officer of a composite group of
trainees to the above-mentioned seminar on Legal Aspects on
Combating Terrorism. Per Leahy instructions, we are vetting
him as the senior officer of "a number of people temporarily
drawn together specifically for the purposes of the
training/assistance." The training group consists of police,
immigration, ministry of justice and other officials.


3. (SBU) Post has discovered no derogatory information on
the nominee from its own files or from reputable sources.
