(C) We do not see Rwanda as willing or capable of
contributing to the Iraq Coalition. Rwanda is focused on its
national reconstruction, on regional security issues, and on
the legacy of the 1994 genocide. Rwanda is a major
contributor to the AMIS peacekeeping force in Darfur, and is
considering troop/police training contributions to Somalia.
The AMIS deployment has been a difficult one for Rwanda,
given mismanagement and lack of support from the AU for the
AMIS mission, and non-payment of the GOR's deployment costs,
the AU now approximately 20 million USD in arrears. This
financial burden has proved so difficult that the IMF has
warned the GOR that its Poverty Reduction and Growth Facility
program is in serious jeopardy (septel).
