1. (C) On 2 May Charge Michael Thurston, Health and Human
Services Global Health Officer Dr. Samuel Adeniyi-Jones and
PRM Program Officer Perlita Muiruri communicated the USG
position (per reftel) on the Maputo Plan of Action (MPA) to
Rwandan Minister of Health Dr. Jean Damascene Ntawukuriryayo.
According to Muiruri, Ntawukuriryayo was familiar with the
USG positions-- both procedural and substantive-- regarding
the MPA, very receptive to the USG's arguments and said the
Rwandan delegation would likely speak strongly in
Johannesburg in support of raising the MPA for broader
discussion and deleting the contentious language.
Ntawukuriryayo agreed to meet with Adeniyi-Jones and Muiruri
in Johannesburg on the margins of the Third Ordinary Session
of the Conference of African Ministers to further discuss the
subject.
