1. (SBU) Embassy Kabul learned June 18 of the theft of five
vehicles belonging to the Afghan demining NGO Mine Detection
Center (MDC) on June 13 when 20 "heavily armed" individuals
reportedly broke into MDC's Kandahar compound. The
perpetrators also stole an unspecified quantity of MDC
uniforms and demining equipment. All five vehicles are white
Toyota hardtop, 13 pax Land Cruisers (passenger or ambulance
model) with the following license plate numbers: M-6438,
M-1562, UN-1332, M-183, and M-6925. Four of the vehicles
have the standard demining symbol consisting of a green
circle and white lettering in English and Dari ("demining"
and "mine-paki" respectively). The fifth vehicle had been
modified to function as an ambulance with blue and red
emergency lights.
2. (SBU) According to the UN Mine Action Center for
Afghanistan (UNMACA),the MDC workers were unable to identify
the attackers as they were all in one room for evening
prayers. The intruders kept MDC employees locked in the room
all night before departing with the stolen vehicles,
uniforms, and demining tools. MDC and UNMACA promptly
informed Afghan National Police, ISAF, and the UN Department
of Safety and Security.
3. (S/REL ISAF) Comment: The identity of the perpetrators
remains unknown, though two incidents in the past reportedly
involved Taliban kidnappers in Gardez who kept the ambulances
their victims were driving at the time (reftel). The Taliban
targeted demining NGO workers in both cases. Post is not
aware of any evidence at this time pointing to the
involvement of anti-government elements in this particular
theft. However, while the motives of the perpetrators of
this theft are not known, we should assume that there is the
possibility that the vehicles and uniforms could be used by
insurgents or criminals to evade security checkpoints and/or
attack Afghan or Coalition Forces.
