1. (C) Danny Seideman, founder of the Israeli human rights
NGO Ir Amim told poloff March 27 that plans to expand the
West Bank settlement of Adam, also known as Geve Binyamin,
have been approved by the Higher Planning Council. He said
the plan would expand the settlement of about 1500 people
southeast of Ramallah and create a new ultra-Orthodox
neighborhood of 1200 units to house approximately 5,000
people.
2. (C) Seideman said Adam is entirely in the West Bank, but
because it abuts the separation barrier, the new units will
be constructed on the western side of the barrier (but still
within the West Bank) and will create contiguity between Adam
and Neve Ya'acov, inside the expanded municipal boundaries of
Jerusalem. He commented that creating contiguity in this way
will further cement the GOI's hold on the Jerusalem periphery.
