1. (C) SUMMARY: Pol/C reviewed with GOI contacts reftel
points related to extension of the mandates for the
Multinational Force for Iraq, the Development Fund for Iraq,
and the International Advisory and Monitoring Board.
Contacts promised to review the draft UNSCR text, and the
Iraqi and USG letters. Pol/C coordinated approaches with the
UK Embassy. END SUMMARY.


2. (C) REVIEWING DRAFT TEXT: Pol/C--on December 11--reviewed
reftel points related to the extension of the mandates of the
Multinational Force-Iraq (MNF-I),the Development Fund-Iraq
(DFI),and the International Advisory and Monitoring Board
with Department of Foreign Affairs (DEPLU) contacts. Pol/C
noted that the Iraqi government had concluded that it needed
the support of the current multilateral framework for an
additional year. Pol/C emphasized that the proposed text of
the draft UNSCR was straightforward. It addressed elements
of UNSCR 1723 that were due to expire on December 31,
specifically the mandate for MNF-I, and arrangements for the
DFI and IAMB. The U.S. hoped to reach consensus on the draft
text in the Council quickly. It was vital to maintain a
positive relationship in the Council on Iraq. Pol/C provided
a copy of the UNSCR draft and the two letters.


3. (C) GOI REACTION: Andy Rachmianto, the Deputy Director of
DEPLU's Multilateral and International Security Affairs
Office, had no comments on the proposed extensions. He said
DEPLU would review the texts. He asked whether the UNSCR
text had been distributed in New York. Pol/C replied that
USUN would be coordinating with UNSC members and that expert
discussions would begin shortly.


4. (C) BRIEFING UK: Pol/C briefed Piers Cazalet, the UK
Pol/C. Cazalet said the UK Embassy did not plan to review
the matter with the GOI in Jakarta, but would engage in
discussions in New York.
