Classified By: Pol/C Joseph Legend Novak, reasons 1.4 (b-d).

1. (C) SUMMARY: Pol/C reviewed points re upcoming UNGA human
rights-related resolutions with GOI contacts. They did not
make specific commitments, but noted that the Indonesian
Mission in New York will have a great deal of influence on
how the GOI ultimately votes. While Mission continues to
review the resolutions with interlocutors in Jakarta, we urge
that USUN continue to work with Indonesia's delegation to
secure support. END SUMMARY.

2. (C) UNDERSCORING POINTS: Following up on earlier
discussions, Pol/C reviewed ref A points with Department of
Foreign Affairs (DEPLU) contacts during a December 6 meeting.
In addition to poloff (notetaker),Trini Gunarti, Deputy
Director for North American Affairs, Ramadansyah Hasan from
the Office of International Security Affairs, and a
representative of the Iran desk participated in the meeting.

3. (C) Noting that votes on Belarus, Burma, DPRK and Iran
were forthcoming, Pol/C urged Indonesia to support the
resolutions and to reject any no-action motions which might
be put forward. Pol/C noted how important all of these
resolutions were and urged Indonesia to review its
positioning carefully, taking into full account information
regarding the truly negative and seriously problematic human
rights situations in all four countries. Pol/C thanked the
GOI for its vote against the no-action motion on the Burma
resolution, which helped allow that vote to go ahead (ref C).

4. (C) GOI REACTION: DEPLU interlocutors did not provide
substantive comment and did not make specific commitments,
though they noted that they were taking the USG points on
board. They noted that the Indonesian Mission in New York
will have a great deal of influence on how the GOI ultimately
votes.

5. (C) NEXT STEPS: Mission will continue to review the
resolutions with interlocutors in Jakarta, pressing the need
for constructive votes. We also urge that USUN continue to
work with Indonesia's delegation to secure support given that
the GOI apparently gives its New York mission a great deal of
latitude on how to vote.
