1. (U) This message responds to the following two demarche
requests:

UPCOMING IAEA REPORT


2. (C) Pol Unit Chief discussed ref a issues with Ramadansyah
Hasan of the Directorate of International Security and
Disarmament at the Department of Foreign Affairs (DEPLU) on
November 2. He provided non-papers on U.S. core criteria for
judging progress on the centrifuge issue and on the P5
statement. He also emphasized that these criteria were a
reasonable bar, that the United States would view Iranian
cooperation as insufficient unless each of the criteria were
satisfactorily met, and that--if criteria remained unmet--the
USG would support the adoption of additional Chapter VII
sanctions at the UNSC and would press for a vote on a
resolution as soon as possible.


3. (C) Hasan reviewed the core criteria and said his office
would study them. He said Indonesia supported the use of
diplomatic means to resolve the conflict until those means
had been exhausted fully. That said, Indonesia expected Iran
to follow the "Work Plan" and demonstrate transparently that
it intended to use nuclear energy only for peaceful purposes.
He underscored that Indonesia did not want to see Iran
develop nuclear weapons.

DESIGNATION OF IRANIAN ENTITIES


4. (C) Pol Unit Chief also reviewed with Hasan ref b
information and themes regarding Iranian entities and
individuals which had been designated under U.S. executive
orders. Asked whether Indonesia had taken appropriate
actions in this direction since Mission had conveyed the
information to DEPLU on October 26, Hasan said Indonesia had
an obligation as a UN member to fulfil the requirements of
UNSCR 1737 and 1747. In that regard, DEPLU had circulated
the U.S.-provided list of entities and individuals to all
Indonesian "stakeholders"--government agencies and commercial
businesses trading in the Persian Gulf area. On the basis of
responses it had received, DEPLU believed no Indonesian
companies were involved in any commercial dealings with the
designated Iranian entities or individuals.
