1. (SBU) SUMMARY -- Pol/C met Department of Foreign Affairs
(DEPLU) contacts, October 22, reviewing U.S. views on key
UNGA Third Committee issues. Pol/C also reviewed the recent
Troika discussions re Kosovo. END SUMMARY.


2. (C) THIRD COMMITTEE: Pol/C met with Ramadansyah Hasan of
DEPLU's Directorate for International Security and UN
Affairs. Hasan was accompanied by Naldi (one name only) from
DEPLU's Office of North American Affairs. Pol/C reviewed
U.S. views on key UNGA Third Committee issues, providing
background and the rationale for U.S. positions per ref a.
Pol/C underlined that human rights were a responsibility of
all UN members and the Third Committee was a primary venue
for mobilizing an international consensus on such matters.
He reviewed planned country-specific resolutions re Belarus,
Burma, Iran and North Korea, and urged GOI support. He also
reviewed key thematic resolutions on rape as an instrument of
state policy, religious intolerance, defamation of religion,
and election-related issues. Pol/C noted USG views on these
resolutions and discussed the EU's planned resolution re the
death penalty.


3. (C) Hasan agreed that the issues identified by the U.S.
were important. He said DEPLU would review U.S. views and
would make recommendations to Indonesia's UN office in New
York. He added that it was highly doubtful that the GOI
would support the EU's death penalty resolution, noting that
Indonesia has capital punishment on the books. The EU
routinely presses Indonesia on the matter, however.


4. (SBU) KOSOVO: Pol/C also briefly reviewed the October 14
U.S./EU/Russia Troika discussions in Brussels on the future
status of Kosovo, providing DEPLU with a copy of the readout
in the form of a nonpaper. Hasan said the GOI was very
interested in the Kosovo matter and expressed appreciation
for the readout.
