1. (SBU) Per reftel, Post delivered MCC indicators and relevant
talking points to Deputy Director General Ngoc of the Americas
Department at the Ministry of Foreign Affairs (MOFA) on November 2.
Ngoc asked whether Vietnam would become a threshold country. We
explained that the MCC Board selection meeting would take place in
December but noted that Vietnam's three below median "Ruling Justly"
indicator scores were a concern. Ngoc was also interested in the
dollar amounts given to threshold and compact countries and the
various sources for the indicator scores. We left him with a copy
of the indicators and he thanked us for the information.
