(SBU) On June 4, Poloff discussed reftel points on the Hague Code of
Conduct Against Ballistic Missile Proliferation (HCOC) with MFA
International Organizations Department Assistant to the Director
Pham Vinh Quang. Concerning the HCOC, Quang said it is a very
complicated issue, but that the GVN will consider the matter
seriously and provide its response. More generally, Quang
reiterated the GVN's longstanding support for international
nonproliferation efforts, noting that the GVN is not a recipient or
exporter of any "technology of possible concern." At the same time,
the GVN does not deny the right of nations to pursue nuclear and
space programs for peaceful purposes.
