1. (U) Classified by Consul General Robert Goldberg for
reasons 1.4(b) and (d).
2. (C) At least one People's Liberation Army (PLA) general
from the Lanzhou Military Region attended the meeting
between Union of Comoros President Ahmed Abdallah Mohamed
Sambi and Guangdong Governor Huang Huahua in Guangzhou
November 9. The meeting, which received only limited media
coverage, focused ostensibly on Sambi's desire to improve
economic cooperation with south China. What was not
reported, though, was the attendance of high-level PLA
officers at the meeting, which was held in Guangzhou's
White Swan Hotel. Poloff witnessed the arrival of at least
two general officers -- one of whom disembarked from a
vehicle bearing Lanzhou Military Region plates -- and their
aides, who were subsequently directed to the meeting room.
Other automobiles with Guangzhou Military Region plates
ferried at least a dozen additional company- and field-
grade officers to the hotel during the following ten
minutes.
