1. (U) Charge d'Affaires Karen Jo McIsaac delivered the points
contained reftel to Grenada's Prime Minister Keith Mitchell on
September 20, 2007. The is also the Minister for Finance.
Mitchell was interested to hear that there is a proposal on the
table for the small vulnerable economies. While he did not
commit to anything, he promised to keep an open mind when
reviewing the points and will get back to us later.


2. (SBU) Discussion is rarely about what Grenada needs to do to
develop a broader export market. Rather, Grenada's trade
officials are heavily invested in supporting the positions of
Brazil and other more developed countries on DOHA and the FTAA
when discussing trade issues. Charge reminded Mitchell that
Grenada's trade issues are not the same as Brazil's. She
suggested that since Grenada has asked for USG help in
increasing its trade to the United States it might be more
useful to move beyond the rhetoric and engage productively. The
Chairman's proposal may be just what the country needs.
However, Mitchell will have to bring the rest of the government
along, including many officials with very close ties to, and
vested interests in, opposition to the U.S.
