1. (U) Post requests to reprogram INL Allotment No:
0107-05-01 ($100,000).


2. (SBU) Post was granted US$100,000, pursuant to INL
Allotment No: 0107-05-01, in September 2005 to fund a
proposed Drug Enforcement Agency (DEA) project to create a
vetted DEA unit in Guyana. As of this date, no funds from
this allotment have been used. The vetted unit project is no
longer viable due to the Government of Guyana's failure to
identify an acceptable location for the unit and their lack
of progress in addressing drug trafficking issues.


3. Post has identified drug demand reduction as a viable
alternative use of the INL funding. Post seeks INL approval
to reprogram Allotment No. 0107-05-01 to fund the Guyana
Substance Abuse Demand Reduction project - a partnership
between Catholic Relief Services Guyana, the Phoenix Recover
Project, and Post. The goal of the project is to provide
community based preventive initiatives in five targeted
communities, strengthen the role of civil society in
responding to substance abuse in Guyana, and increase access
to treatment for vulnerable, underserved groups.
