1. Post received a Diplomatic Note from CARICOM Secretariat
June 12 forwarding for USG consideration a draft press
release on small arms, light weapons, and ammunitions
incorporating numerous amendments made by CARICOM member
states to the earlier draft prepared by the USG. The note
was recieved seven weeks after making requested demarche
(refs A and B) on the proposed U.S.-CARICOM Initiative to
Combat Illicit Trafficking in Arms (CITIA) that had been
stuck in CARICOM's bureaucracy since March 2006.


2. The CARICOM draft has been forwarded by fax to
WHA/FO-Giovanni Snidle.
