1. (C) The Qatari Ministry of Foreign Affairs informed the
Embassy via diplomatic note on October 25 that the GOQ
examined the list of Iranian entities and individuals listed
in the annexes to UNSC resolutions 1737 and 1747 and found
"no accounts or financial transactions with the individuals
and entities." (Note: Post had passed a partial list of
individuals and entities to the MFA on July 12 as part of
reftel demarche). The diplomatic note included copies of
letters from the Qatar Central Bank to the MFA which noted
the following (unofficial embassy translation):
-- From a letter dated February 26, 2007: "Within the
framework of implementing item 12 of (UNSC 1737),the (Qatar
Central) Bank has issued instructions to all the financial
entities working in the State of Qatar to freeze the
balances, accounts and financial assets belonging to the
individuals and entities designated by the UNSC resolution.
These financial bodies have informed the Bank that there are
no accounts or financial transactions related to these
designated individuals and entities. The financial bodies
continue their precautionary actions to avoid dealing with
the entities and individuals designated by the UNSC in the
future."
-- From a letter dated June 14, 2007: "The banks working in
the State of Qatar have informed the (Qatar Central) Bank
that there are no accounts or financial transactions related
to these designated individuals and entities (under UNSC
resolution 1747). The Commercial Bank has stated that they
have contracts, for development purposes, with the Islamic
Republic of Iran which are signed with establishments not
designated by the UNSC resolution 1747."
-- From a letter dated September 27, 2007: "The Bank has
issued instructions to all the financial entities working in
the country that it is completely prohibited to carry out any
financial transaction with the entities and individuals
designated under the two UNSC resolutions regarding Iran.
Until now, the bank has received nothing saying that such
transactions have taken place."
