1. (C) Charge delivered reftel demarche October 22 to MFA
Assistant Minister for Follow-up Affairs Mohamed Al-Rumaihi,
stressing U.S. support for a Qatari leadership role in a
joint EU-Arab Lebanon border mission proposed by Lebanese PM
Siniora. Charge also emphasized our desire that Qatar garner
Arab League support for the mission. Al-Rumaihi responded
that he was very familiar with Siniora's proposal and
undertook to respond to our request following GOQ discussion
and coordination.


2. (C) Charge also raised the issue October 21 with the Chief
of Staff of the Qatari Armed Forces, MG Hamad al-Attiyeh.
Al-Attiyeh thought it was an interesting idea, but doubted
that the GOQ would wish to get involved prior to election of
the next Lebanese president and without greater clarity in
the Lebanese political situation.

RATNEY
