SUBJECT: DRAFT UNGA RESOLUTION ON RAPE - DEMARCHE TO TIMOR-LESTE


1. (U) We met on September 28 with Joao Camara, Secretary
General of Timor-Leste's Ministry of Foreign Affairs, and
Francisco Cepeda, Director of Multilateral Affairs, to urge that
Timor-Leste support our draft UNGA resolution condemning the use
of rape as an instrument of state policy. Drawing on talking
points (reftel),we stressed our hope that this resolution not
be torpedoed by irrelevant amendments. While non-committal,
Camara and Cepeda were inclined to be supportive, and said they
looked forward to being in touch with us on this and other
resolutions of interest.


2. (SBU) Comment. Rape by the Indonesian armed forces and
pro-Indonesian militias was widespread during Timor-Leste's
pre-independence period. This history will likely influence
Timor-Leste's UNGA delegation to support us on this resolution.
