1. (U) The Government of Tanzania responded May 15 to the
Embassy's Diplomatic Note 052/07 dated March 7, 2007 that
requested the Government of Tanzania's (GOT) support for the
Global Initiative to Combat Nuclear Terrorism by endorsing
the Statement of Principles. The GOT advised that the USG
request has been forwarded to the "relevant authorities."
(See Para. 2 for full text of GOT Diplomatic Note CAB
518/672/01.) The GOT also noted that to date Tanzania has
not received an invitation from the Government of Kazakhstan
to attend the upcoming 2007 conference. The Embassy of the
Federation of Russia received a similarly worded diplomatic
note from the GOT on May 15 as well.


2. (U) Begin Text of Diplomatic Note CAB 518/672/01:

"The Ministry of Foreign Affairs and International
Cooperation of the United Republic of Tanzania presents its
compliments to the Embassy of the United States of America
and has the honour to acknowledge the receipt of the note
number 052/07 dated March 7, 2007 on the subject of Global
Initiative to Combat Terrorism.

The Ministry further has the honour to inform the esteemed
Embassy that the matter has already been brought to the
attention of relevant authorities and will revert to the
latter at the earliest opportunity. The Ministry also wishes
to inform the Embassy that it has not received an invitation
to the meeting scheduled to take place in Kazakhstan in June
this year.

The Ministry of Foreign Affairs and International Cooperation
avails itself of this opportunity to renew to the Embassy of
the United States of America the assurances of its highest
consideration." End Text.


3. (SBU) PolCouns spoke with Ambassador Begum Taj, Head of
the Multilateral Division of the GOT Ministry of Foreign
Affairs, May 17 to clarify which ministry or agency in the
GOT has the responsibility to decide whether Tanzania is
prepared to join the Global Initiative to Combat Nuclear
Terrorism and to endorse the Statement of Principles. Taj
promised to confirm which authority is considering the issue
and by what date a decision might possibly be made. PolCouns
noted as well that invitations to the summer 2007 meeting
would be extended by the Government of Kazakhstan to those
countries who have signed onto the Statement of Principles.

Comment

4. (SBU) Ambassador Taj declined to give any indication
whether Tanzania is leaning toward supporting the Global
Initiative on Nuclear Terrorism or not. We will follow up
with Taj on May 20 to identify which ministry or agency is
considering the issue, and meet with those authorities as
soon as possible to ascertain whether the GOT is ready to
sign onto the Statement of Principles.
