1. (SBU) PolOff delivered demarches to Noel Kaganda, Office
of UN Affairs in the Multilateral and Legal Department of the
Ministry of Foreign Affairs and International Cooperation.
While Kaganda was unable to confirm how the Government of
Tanzania (GOT) will vote on all the UNGA Third Committee
resolutions, he did indicate the GOT's positions on two
country-specific resolutions. Kaganda stated that the GOT
"shares the position of the United States" regarding Belarus.
He also emphasized that the GOT is "very concerned" about
human rights abuses in Burma.

UNGA Rape Resolution
--------------

2. (SBU) With regard to the U.S. resolution against
state-sanctioned rape, Kaganda noted that the resolution has
been a major topic of discussion amongst Tanzania's UN
General Assembly delegation. He emphasized that the GOT is
firmly committed to condemning and preventing gender-based
and sexual violence, and referenced a number of other
resolutions and agreements the GOT has supported, including
the gender-based violence provisions of the Rome Statute.
Kaganda further stated that GOT support of the resolution
would likely turn on whether the final draft is unique, when
compared with other measures the GOT has supported. PolOff
stressed the uniqueness and importance of the current
resolution, the USG's flexibility in drafting the resolution,
and the thematic nature of the resolution, which does not
target any individual country.


3. (SBU) Kaganda did not comment on the other UNGA Third
Committee resolutions, but promised to convey the U.S.
positions to his superiors at MFA and consult with the GOT's
UN delegation in New York. Kaganda assured PolOff he would
provide additional information as it is available.
