1. (SBU) The Government of Tanzania will contact the Bank
of Tanzania regarding Mullah Krekar and Mohammed Moumou due
to the United Nations' 1267 Sanctions Committee having placed
them on the 1267 list, Susan Mkapa, Director of the Legal
Services Department of the Ministry of Finance, told Econoff
on January 29. Mkapa told Econoff that the GOT's process
regarding 1267 list designations is for her office to draft a
letter for review by the Permanent Secretary of the Ministry
of Finance. The Permanent Secretary sends the letter to the
Bank of Tanzania and reply to the Ministry. Mkapa said her
office would notify the Embassy of the Bank of Tanzania's
response.
2. (SBU) Mkapa clarified that the GOT does not have a
system of domestic designation and does not act in response
to other nations' domestic designations. Therefore, the GOT
will await United Nations action before taking action
regarding Hamed Al-Ali, Jaber Al-Jalamah and Mubarak
Al-Bathali. Econoff encouraged the GOT to begin an
investigation of these three individuals so that it may take
swift action when the United Nations makes the GOT's
requisite designation. Mkapa agreed that was a sensible
approach.
