1. (U) On September 21, PolOff delivered reftel demarche to
Tanzania's Ministry of Foreign Affairs and International
Cooperation, Department of Multilateral Cooperation. PolOff
expressed support for Mali and urged Tanzania's participation
in and support for the Community of Democracies November
Ministerial in Bamako and October preparatory meeting in New
York.
2. (U) In response, Foreign Service Officer Noel Kaganda (who
was scheduled to depart for UNGA the same day) stated that
Tanzanian Foreign Minister Bernard Membe intended to attend
the October 1 meeting in New York. Kaganda further stated
that he would encourage Minister Membe to participate in the
November Ministerial in Mali, noting that Tanzania would like
to show its support for this first CD Ministerial to be held
on the African continent.
