(C) On February 22, DCM delivered reftel demarche and the
February 15 statement to Ambassador Mankeur Ndiaye, the Chief
of Staff at the Ministry of Foreign Affairs. Ndiaye said
that Senegal is in complete agreement with our analysis and
concurs that the only real solution to the crisis is
President Conte's exit. Ndiaye cautioned, however, that
outsiders must avoid creating a vacuum that could lead to
ethnic or regional strife. Ndiaye opined that neither the
Economic Community of West African States (ECOWAS) nor the
African Union (AU) can convince Conte to step down nor for
his constitutional successors to step up. Ndiaye said
Senegal firmly believes that the UN Security Council needs to
address the situation in Guinea because the crisis has the
potential to destabilize the sub-region.
