1. Embassy Dakar confirms participation in the Crisis Management
Exercise (CME) during the period 30-31 January 2007 and warmly
welcomes CMT Team Leader Michael Braxton to Dakar, Senegal. The
point of contact for coordination of the CME at post will be Roksana
Houge. Country clearance for Michael Braxton will follow by septel.
The following responses are keyed to Ref A, paragraph six.


A. Training will take place on January 30-31. Per ref B, Post has
also scheduled other meetings with Embassy personnel on February
1-2.


B. We have read the asterisked portions of para 8 and have e-mailed
the trainer the details.


C. We have reviewed and reassigned EAC responsibilities as outlined
in Dakar's Emergency Action Plan (EAP),Exhibit 121.


D. Prior to the CME, post will have examined all readiness
standards as listed on the CMT website (emergency food and medical
supplies, testing of emergency communications and visiting of the
alternative command center).


E. Post has chosen to include LES and key American community
representatives in both sessions of the training. No host-nation
representatives will participate.


F. Embassy Dakar receives shipments from both Fedex and DHL at the

Post recommends that team leader e-mail in advance, when
appropriate, training materials to Dakar's CME coordinator Roksana
Houge.


G. Post has e-mailed CME trainer Michael Braxton a draft schedule
of events including arrival and departure briefings, overview and
CME tabletop exercise times and other proposed meetings/sessions
(Ref B).


H. Regarding participation, post anticipates that all EAC members,
alternates, and key LES staff will participate. Post will e-mail
CME trainer the number of participants by January 26.


I. Training equipment (flip charts, stands and markers) will be
available. Please send an e-mail to Roksana Houge if other
equipment will be necessary.


J. Post will send an electronic copy of the attendance rosters to
Michael Braxton prior to the commencement of training.


K. Dakar IMO has arranged for Michael Braxton to access his state
e-mail account while in Dakar.
