1. (C) Outgoing DCM delivered reftel demarche to Ambassador
Claude Absa Diallo, the Secretary General at the Ministry of
Foreign Affairs (MFA),on July 13. Diallo said Senegal is in
complete agreement with our proposal. She indicated that any
change in troop levels had to be associated with the launch
of the hybrid force. She also said we need to ensure that
October 1 does not slip.
2. (C) On July 10, the incoming and outgoing DCMs had called
on Ambassador Mankeur Ndiaye, the Director of Cabinet at the
MFA. During a wide-ranging conversation, we asked about
Senegal,s participation in the hybrid operation in Darfur.
Ndiaye responded that he expects to see UN involvement lead
to an improved environment. When asked if that meant that
Senegal would increase its presence from 542 to 842 as
planned prior to the deaths of five Senegalese peacekeepers
earlier this year, Ndiaye had demurred.
