1. (SBU) Ambassador Cain and Russian Ambassador Dmitri
Ryurikov delivered reftel demarche to Danish MFA State
Secretary (U/S-equivalent) Michael Zilmer-Johns March 20,

inviting the Danish government to become a participant in the
Global Initiative to Combat Nuclear Terrorism. Zilmer-Johns
was enthusiastic about the initiative and the invitation,
noting that this is the first time in the MFA's collective
memory that the Danes have received a joint demarche from the
American and Russian ambassadors. He indicated that Denmark
will join the Global Initiative and that the Danes look
forward to participating in the next meeting in Kazakhstan.
Zilmer-Johns said that the decision will be confirmed
formally by Foreign Minister Moeller.
2. (SBU) Zilmer-Johns expressed support for a German proposal
to have the European Union serve as an observer (as does the
IAEA) to the Global Initiative, noting that many
counter-proliferation initiatives are developed and
implemented under EU authority.
3. (SBU) Post will report immediately formal Danish
acceptance of the Statement of Principles once received and
will designate a post "Global Initiative Coordinating
Officer" (GICO) at that time.
