1. (SBU) On November 28, President Conte signed the decree
appointing the 25 members to the newly created National Independent
Electoral Commission (CENI) to administer the country's elections.
2. (SBU) In early November,(reftel) Conte signed the law
establishing the CENI; however, he delayed signing the decree
designating the twenty-five CENI members. This led to widespread
press speculation regarding further postponement of legislative
elections.
3. (SBU) COMMENT. The failure to appoint members to the CENI has
been the primary obstacle to the starting of preparations for the
next elections. Now that the members have been appointed, the
commission can begin work. END COMMENT.
