1. (C) PolCouns met with BRV Ministry of Popular Power for
Foreign Affairs (MPPFA) Director for North America and
Multilateral Affairs Yaneth Arocha on June 14 to raise
Venezuelan implementation of United Nations Security Council
Resolution 1747. Drawing from the points in refs A and B,
PolCouns underlined the importance of strong and consistent
implementation of 1747.


2. (C) Arocha repeated the BRV's position given in response
to previous Iran-related demarches, that while Venezuela was
fully aware of its international obligations under the United
Nations system, the BRV did not believe that the UN Security
Council was the proper venue for discussions of Iran's
nuclear development program, nor would the BRV cooperate in
any actions by the United States against Iran. Arocha said
the BRV was studying 1747, but would likely adopt a narrower
interpretation than the United States of its requirements.
