1. (C) Jeannie Henderson, Director of the Vietnam, Cambodia,
Laos and Burma Section, Department of Foreign Affairs and
Trade, briefed poloff on the sanctions the Government of
Australia is currently contemplating in response to the
Burmese government's bloody crackdown on recent protests.
2. (C) Sanctions will include denial of visas to senior
members of the military regime and their families, as well as
a prohibition against transfers of cash and other financial
transactions between senior Burmese officials and persons or
entities in Austraila. Henderson noted that Australia lacked
the legislative basis to seize assets so was not able to
implement measures as robust as those adopted by the United
States. Australia has not yet determined which officials
should be subject to sanctions but is leaning toward adapting
a list of almost 400 officials compiled by the European
Union. Henderson requested name lists of Burmese whom the
United States has determined as subject to sanctions to
ensure that they are included on its list. She added that no
major Australian banks or companies operate in Burma, thus
limiting the range of actions available to the GOA.
3. (C) Henderson noted that DFAT Deputy Secretary Gillian
Bird had summoned the Burmese charge on September 28 to
denounce Burma's treatment of peaceful demonstrators and to
inform him of Australia's plans to introduce targeted
sanctions. The charge took the dressing down without
comment, she added.
4. (C) ACTION REQUESTED: Embassy requests lists of Burmese
officials currently subject to U.S. visa or financial
sanctions, including from the Department of State, Treasury,
and other entities, that we can share with the GOA to help
ensure senior Burmese officials and their relatives are
comprehensively covered by Australia's planned sanctions.
