SUBJECT: EGYPT TO STUDY IAEA/IRAN PLAN OF ACTION

REF: STATE 123352

Classified By: Minister Counselor for Economic and Political Affairs
William R. Stewart for reasons 1.4(b) and (d).

(C) During a meeting on September 6 with Deputy Assistant
Minister for Multilateral Affairs Ambassador Amer el Atta,
Poloff and Minister Counselor for Economic and Political
Affairs shared USG concerns over the IAEA/Iran Plan of Action
and urged Egypt to study closely the plan and express its
concerns during the upcoming IAEA meetings. Poloff
highlighted the fact that the plan would not bring Iran into
compliance with UNSC resolutions 1737 and 1747, and reviewed
the sequencing, modalities, and omissions problems described
in the non-paper. Ambassador el Atta said that he was not
familar with the issue, but would study it closely and
contact us with follow up questions. He acknowledged that
some European countries had expressed similar concerns
through their representatives in Vienna.
