1. Arab League foreign ministers, meeting late on June 15 at
AL headquarters in Cairo, addressed Lebanon in addition to
their previously-scheduled Hamas agenda at the request of PM
Siniora. The AL statement (full text paragraph 2) condemns
the assassination of Lebanese MP Walid Eido, offers
yet-unspecified assistance to the LAF in controlling the
Lebanese-Syrian border, and announces a "high-level
delegation" to meet with Lebanese political figures in the
coming month. Chief of Staff to the AL SYG Hisham Youssef
stressed the AL's border security assistance offer during a
June 18 briefing to the diplomatic corps and said that the
Saudi Arabia, Tunisia, and Qatar representatives would be at
the minister of state level while Egypt would be represented
by an MFA U/S-equivalent. Youssef did not rule out a visit
to Damascus when asked by poloff. SYG Amr Moussa departs for
Beirut on June 19 to lay the groundwork for this effort.


2. Text of June 15, 2007 Arab League ministerial resolution
6784 on Lebanon.

Situation in Lebanon

In the emergency meeting dated June 15, 2007, the League's
Council, at its ministerial level:

Having considered the memorandum of the General Secretariat,

Aware of the gravity of the current political crisis in
Lebanon and its repercussions on the prospects of security
and stability in Lebanon and on the conditions in the region,

Pursuant to the Arab efforts, and in particular the good
offices of the Secretary General, to assist Lebanon in
overcoming its current crisis,

Having listened to the statement of the Head of Delegation of
the Lebanese Government regarding the serious developments
regarding the security and political conditions in Lebanon,

Re-confirming the previous resolutions concerning its
solidarity with Lebanon, and

In light of the discussions conducted by the Council,

Decides

To condemn the criminal assassination of Lebanese MP Walid
Eido, his son, his companions as well as other innocent
citizens; to call upon all Lebanese people to unify their
stance against such criminal terrorist acts that attempt to
undermine national stability, security and unity of Lebanon;
and to support Lebanon in its pursuit to identify the
perpetrators and to put an end to this series of
assassinations.

To call upon all Lebanese political forces to resume their
national dialogue in order to defy all attempts that aim to
tamper with the security and stability of Lebanon; and to
pursue national reconciliation to address the current
political crisis.

To help Lebanon in controlling its borders with Syria.

To call upon all parties to pursue an end to the smuggling of
weapons or armed elements into Lebanon.

To provide assistance to the Lebanese government and the
Lebanese armed forces in their fight against terrorism in a
manner that will contribute in achieving security.

To assist Lebanon in addressing problems resulting from the
presence of Palestinian arms outside the refugee camps.

To request an end to provocations, unsubstantiated
accusations and incitement to violence; and request the
Secretary General to follow-up on the situation and to submit

reports whenever necessary.

To form a high-level delegation headed by the Secretary
General with the membership of the Saudi Arabia, Tunisia,
Qatar, and Egypt, and to request this delegation to conduct
meetings with the Lebanese presidency, parliament,
government, and political leaders in light of the terrorist
and assassination crimes that Lebanon is facing, in addition

to the smuggling of weapons and intrusion of armed elements;
to create suitable conditions for the resumption of the
Lebanese national dialogue on all pending matters; and to
conduct the necessary contacts with concerned regional and
international parties regarding the developments of the
situation.
