SUBJECT: DARFUR: ARAB LEAGUE TO CONTRIBUTE USD 15 MILLION
TO AFRICAN UNION MISSION
Classified by Counselor for Economic and Political Affairs
Catherine Hill-Herndon for reasons 1.4 (b) and (d).
(C) Arab League Secretary General Amre Moussa told the
Secretary during a January 15 meeting in Luxor, Egypt that
SIPDIS
the League had contributed USD 15 million dollars to the
African Union's (AU) Mission in Sudan (AMIS). (Note: Heads
of State from the 22-member AL pledged at their summit in
Khartoum last March to pay full costs of the AMIS mission
from October 1 to December 31, reacting to international
pressure for the mission's mandate to be handed to the United
Nations. End Note) However, according to the AL Chief of
Staff Hisham Youssef, the AL has not yet handed over the
cash, nor has it paid any portion of the AMIS budget as
promised in March. However, the League plans to hand over a
check for USD 15 million on the margins of the upcoming
African Union Summit in Addis Ababa. Youssef said the delay
was caused by a hold-up in the receipt of USD five million
from Saudi Arabia.
