(C) During a May 21 meeting with the Chief of the Office of
Military Cooperation (OMC) and emboffs, the Assistant
Minister of Defense for Armament, MG Fouad Abd el Halim,
indicated that he would soon propose to the Minister of
Defense using FMF funds for an end use monitoring liaison
position in the OMC. MG Fouad stressed that "monitoring and
inspections" must not be included in the position description
he presents to the Minister. The OMC Chief said that US
regulations require monitoring of FMF-funded equipment, and
that this task is inherent in all security assistance office
positions; letters of acceptance for FMS cases also
incorporate this requirement. During a follow-up meeting on
May 22, the Chief of the Egyptian Armament Authority, MG
Mahfouz, told the OMC Chief that he will draft the letter of
request for the new end use monitoring liaison position for
approval by Field Marshal Tantawi. Emboffs will continue to
press defense officials to get the Minister's approval for
the new position.
