1. Post delivered reftel invitation to Argentine MFA
Counselor Federico Villegas Beltran, Director General of
Human Rights. Counselor Villegas Beltran told poloff that,
"in principle", he will attend the Global Futures Forum
(GFF). Per ref C, post extended an invitation to participate
as a panelist and he indicated an interest in serving on one
of two discussion panels: 1) "Teaching, Learning, and
Genocide Prevention" or 2) "The Responsibility to Protect".
He recognized that the first already has a large number of
panelists and the second included all Canadian speakers.
Nevertheless, he offered to serve as a panelist should forum
organizers have an interest.


2. Villegas Beltran expressed appreciation for obtaining
more information about current and past GFF participants,
noting that he knew a number of the panelists scheduled to
participate in the genocide prevention forum. He also noted
that the timing of the GFF event as it coincides with an OAS
human rights conference he intends to attend while in
Washington for the forum.
