1. (C) Embassy Budapest assesses the likelihood of a
favorable response to reftel request to be highly remote.
2. (C) The GoH has discussed the resettlement of several
dozen Cuban refugees from Guantanamo at the highest levels
and is reportedly giving the proposal favorable
consideration. MFA officials have expressly noted their view
that this represents a separate and isolated case and
emphasized their desire that their agreement not lead to
further requests for additional resettlement cases.
3. (C) In our view, approaching the GoH now re the reftel
case would risk their agreement on the Cuban resettlement.
As we see no realistic prospect of their agreement on the
latest resettlement request, we accordingly recommend no
approach to the GoH.
