SUBJECT: HUNGARIAN RESPONSE TO DEMARCHE ON DEMOCRACY IN
VENEZUELA
REF: A) SECSTATE 154674 AND B) SECSTATE 157219
Classified By: P/E Counselor Eric Gaudiosi; reasons 1.4 (b) and (d).
1. (C) MFA Latin-America desk officer, Szilard Teleki,
discussed reftel demarche with PolOff on 16 November. Teleki
stated that the MFA has no official position on the current
political situation in Venezuela. Teleki recognized the
concerns raised in the demarche, but commented that Chavez is
the legally-elected President of the country and any response
would be framed within that context. While acknowledging
comments related to the positive Hungarian democratization
efforts in Cuba, Teleki stressed that the two situations bear
little resemblance to each other. If Hungary has any
position on the issue, they will work within the context of
an EU response.
2. (U) Only recently opening a regional consulate in Caracas
working within the German Embassy, we believe there will be
minimal Hungarian foreign policy focus on Venezuela in the
foreseeable future.
