REF: SECSTATE 35404

(C) Human Rights Officer relayed reftel demarche on 3/22/07
to MFA Director for OSCE, COE, and Human Rights Issues,
Brandusa Predescu. Predescu said that she was aware that the
Organization of Islamic Conference (OIC) had tabled a
resolution that would extend the mandate of the Special
Rapporteur on the Situation of Human Rights in the
Palenstinian Territories Occupied since 1967 until the end of
the Israeli occupation. While not committing the GOR
delegation to have the review of all mandates kept within the
Working Group, she did agree to instruct the Romanian
permanent mission to consider the USG request to have all
mandates reviewed collectively in the working group. Predescu
bemoaned the absence of the USG from the Human Rights
Council, and encouraged future USG participation. She also
suggested that the USG work with the German EU Presidency in
shaping a collective EU response to our request.
