(C) Charge Imbrie and poloff relayed reftel points March 26
to Walter Stevens, FM De Gucht's Deputy Chief of Cabinet, and
Thomas Antoine, the MFA's Director for the Balkans. Both
indicated Belgium plans to support the recommendations for
Kosovo of UN Special Envoy Martti Ahtisaari. When asked
whether Belgium would also encourage other European states to
support Ahtisaari's proposed status arrangements, Antoine
replied that Belgium and the U.S. were "on the same page, you
have no problems here." Antoine went on to call Ahtisaari's
proposal the "lesser evil -- the alternative would be worse."
