1. (C) SUMMARY. The EU Council is currently working on a
concept paper and road map for an "exploratory" mission to
Damascus at end-October to discuss the proposed EU border
monitoring mission on the Syrian-Lebanese border. Council
contacts are skeptical that such a mission will go beyond the
exploratory phase, and almost certainly not beyond the
fact-finding mission phase. Member state representatives
agree that a cautious approach must be taken, but support
exploring with Syria its willingness to accept a border
monitoring mission. END SUMMARY.



2. (C/NF) EU Council Middle East Head of Unit Christian
Jouret advised us not to give too much importance to the
Spanish initiative for a EU monitoring mission on the Syrian
border with Lebanon. Most member states, he said, would be
amazed if Syrian President Assad proved genuine in what he
supposedly said to Spanish FM Moratinos - that Assad was
ready to accept such a border monitoring exercise in Syria.
Jouret does not see Assad accepting a real EU mission on the
border.


3. (C/NF) The Council is currently preparing a concept paper,
which will serve as a road map, and consulting among the 27
member states and with Solana. Jouret will then be a member
of an EU exploratory team, along with Policy Unit Director
Helga Schmid and possibly a commission representative,
traveling to Syria to test Syrian authorities on the
seriousness of their offer. The mission will also brief the
Lebanese government, but Jouret was not certain if they would
go to Beirut or Damascus first. According to another
council contact, the exploratory mission is likely to travel
at the end of October. The PSC will discuss the concept
paper on Tuesday, 16 October.


4. (C/NF) If the exploratory mission of EU officials
determines there is any seriousness in the supposed Syrian
willingness to accept a border monitoring mission then a fact
finding mission will be deployed. This would consist of six
to twelve experts who would inspect specific sites on the
border. Jouret emphasized that such a fact finding mission
is far from an ESDP mission and he seemed confident that the
Syrians would never allow such an intrusive inspection.


5. (C/NF) Contact at the French delegation was in favor of
the exploratory mission to Syria, but understood the concerns
of the UNIFIL-contributing member states regarding possible
attacks on troops. She said the Moratinos paper has a road
map and the next step is to test Syrian sincerity regarding
acceptance of such a mission. Italian delegation contact was
less enthusiastic about the Spanish proposal, noting that
such a mission would have to be coordinated with all Syrian
government services. She said the EU would consult with
Lebanon on the proposed mission, emphasizing that care must
be taken not to give ammunition to the Siniora opposition.
In principle, she said, there should be no negative side
effect to talking with the Syrians about the project. Italian
contact claimed there was no road map for the moment. Spanish
delegation contact said the EU was taking a cautious approach
on the proposed border mission, but said the "exploratory"
political mission was the appropriate first step. He said
the Syrians should be encouraged to be constructive and
cooperative, noting that the border monitoring mission could
be a confidence building measure. He said the EU would also
consult with Lebanon, the UN and Israel regarding the
proposed mission.
