(C) The Belgians remain strong opponents of the Belarus
candidacy for a UNHRC seat. The Belgians also remain
committed to supporting the candidacies of both Slovenia and,
once announced, Bosnia. The Belgians are beginning, however,
to have concerns that Bosnia might hang back too long before
announcing. As understood here, Sarajevo's plan is to start
an energetic campaign for a seat only if Bosnia gets at least
one vote in the first round. Along with other EU members,
the Belgians are actively canvassing other member states to
stand against Belarus and behind Slovenia and (eventually)
