1. Reftel authorizes Post to seek Government of Brazil (GOB)
authorization to sign two previously negotiated Memorandum of
Understanding, between the U.S. Geological Survey (USGS) and the
Geoscience Institute of the University of Brasilia and USGS and the
Federal University of Rio Grande do Norte.


2. In a letter received February 28, 2007, the Ministry of Science
and Technology indicated that it had analyzed the MOUs and does not
oppose the signing of the documents. The letter indicated that there
is a need to standardize the text of both MOUs in Article V, which
refers to Intellectual Property. The Article V in the MOU should be
in accordance with the terms established in the U.S.-Brazil S&T
agreement. (For your reference, the S&T agreement will be sent to
you electronically.)


3. The letter concludes by saying that the universities have the
autonomy to sign their own international documents. It was signed
by Paulo Rogerio Goncalves, Director, International Relations, MCT.



4. This office will be happy to facilitate a signing, or USGS and
the universities may choose to organize the signing independent of
Embassy Brasilia.
