1. The Kyrgyz MFA has sent us a diplomatic note requesting
support for the Kyrgyz government's candidate, Turkmen
Bootaev, for a seat on the TIR Executive Board. (Note: TIR
is an international road transport convention operational
mostly in Europe under the aegis of the United Nations to
which the United States is a contracting party. End note.)
The vote is scheduled to take place in Geneva on February 1,

2007.


2. The text of diplomatic note 011-14/18, dated January 13,
follows:

The Ministry of Foreign Affairs of the Kyrgyz Republic
presents its compliments to the Embassy of the United States
of America and has the honour to inform that the Government
of the Kyrgyz Republic has decided to present the candidature
of Mr. Turkmen Bootaev to the one of the nine seats of the
TIR Executive Board at the elections to take place at the
forty-fourth session of the TIR Administrative Committee on 1
February 2007 in Geneva, Switzerland.

Mr. Turkmen Bootaev, whose curriculum vitae is attached
hereto, has distinguished himself as a highly qualified
expert on custom, transport, transit policy and procedures of
the Government of the Kyrgyz Republic.

Mr. Bootaev has 14 years of working experience with the
custom sector of the Kyrgyz Republic. He was one of the
founder, since independence of the Kyrgyz Republic, of the
State custom system. He has actively participated in the
development of the Custom Code of the Kyrgyz Republic and the
related legal documents on bilateral and multilateral levels.

He has strong working experience on custom and transit system
within the multilateral regional institutions (CIS, Eurasian
Economic Union, Customs Union). Mr. Bootaev has been
assigned as head of number of working groups on
implementation of action plans on cooperation related to the
trade facilitation and transit procedures.

He has an advanced knowledge of legal instruments on
international and national level on custom, transit and
transport issues.

The Ministry of Foreign Affairs of the Kyrgyz Republic is
confident that the election of Mr. Turkmen Bootaev will
further develop and strengthen the TIR system.

Taking into account cordial bilateral relations between the
two states, it would be most appreciated, if your Government
could extend its valuable support for the election of Mr. T.
Bootaev to the TIR Executive Board.
