BUDGETARY PROPOSALS

1. Embassy Bishkek would like to endorse the following
extrabudgetary proposals:


2. High Priority:

-- Preparation of Guidebook for Controlled Deliveries (no
project number): The issue of controlled deliveries is a hot
topic in Central Asia, and is the most discussed aspect of
any regional narcotics training conducted in the region. It
is an important issue to understand as each Central Asian
country has differing legislation concerning international
controlled deliveries. Post would, therefore, support the
creation of a guidebook to help counternarcotics agencies
decipher where and how they can conduct controlled deliveries
in Central Asia.


3. Medium Priority:

-- Police Reform (5300036); Capacity Building (5300037);
Improving Police Efficiency (5300038): All viable, important
projects that, given their varying levels of funding
requirements, might be better served if they were rolled into
one, comprehensive police assistance project -- possibly in
coordination with the police assistance program already in
place.

-- Labor Migration (5300066): Continues to be a hot topic in
Kyrgyzstan and the region as a whole, due to the large number
of labor migrants working abroad. Post supports this
program, but would like to ensure that this project does not
duplicate efforts undertaken by the International
Organization for Migration (IOM) or the Eurasia Foundation.

-- Anti-trafficking Project (5300093): Another important
program that Post would support. However, as with the Labor
Migration proposal, this project should be measured against
IOM, Eurasia Foundation endeavors.


4. Low Priority:

-- Interim Police Assistance Program (5300007): This project
may not be a priority, given other police assistance projects
currently underway.
