1. (SBU) Per reftel, on January 22, 2007 the DCM chaired a
meeting of the Emergency Action Committee (EAC) to review the
Memorandum of Agreement Between COMS and COCOMS on Security
of DOD Elements and Personnel in Foreign Areas and Additional
Annex A Review. Present were: DCM, RSO, POL/ECON, CONS,
CLO, ADM, USAID, PAS, SAO, DAO, RLA, Peace Corps, and CDR and
JAG from Manas Air Base.


2. (SBU) The DCM recommended that the EAC appoint a
committee to carry out the review of the MOA and the EAC
agreed unanimously. The EAC appointed a committee consisting
of DCM, RSO, ADM, SAO, DAO, RLA, and CDR and JAG from Manas
Air Base. The Committee met and Reviewed the MOA, including
Annexes A and B and agreed to propose the following changes:

a. Annex A, Paragraph 4(a): Currently some long-term TDY
personnel under COM authority do not have residential guards
at their apartment buildings. RSO will address this
deficiency. Future long-term TDY personnel will be housed in
apartment buildings that already have residential guard
service and will be required to have a security briefing from
the RSO. Short-term TDY personnel will be housed in hotels
that have been preapproved by the RSO and are considered
secure, and will have a shortened security briefing from the
RSO.

b. Annex A, Paragraph 8: Language will be proposed to read
"DoD personnel, not performing a CDRUSCENTCOM mission (or
deleted) and (added) whose TDY orders do not specify the
authority responsible for force protection, transiting
through Kyrgyzstan in a temporary duty status." The DAO will
draft proposed language to be added by CENTCOM to DoD
personnel's orders designating authority for force
protection. This change will clarify that COM authority will
not extend to the large number of TDYers who are performing a
CDRUSCENTCOM mission, but whose orders do not specify the
authority responsible for force protection.

c. Annex B remains unchanged.


3. (SBU) The DCM requested that DAO provide a list of all
long-term DoD TDY personnel to the RSO by COB Friday, January
26, 2007 to ensure that Embassy Bishkek is providing
appropriate security force protection to all non-CENTCOM DoD
personnel.


4. (SBU) The Embassy will respond to reftel via e-mail as
instructed.
