INVESTIGATION
1. (SBU) On November 19, post received a diplomatic note from
the Kyrgyz Ministry of Foreign Affairs requesting the results
of the U.S. investigation into the December 6, 2006 killing
of Kyrgyz citizen Alexander Ivanov by an airman from Manas
Airbase. Unofficial translation of the Note follows at
paragraph 3.
2. (SBU) In meetings November 20 with visiting State
Department Central Asian Affairs Office Director Pamela
Spratlen, both Foreign Minister Karabayev and presidential
foreign policy advisor Ryskulov raised the issue of the
shooting investigation, asking for the results and
disposition of the case.
3. (SBU) Unofficial Embassy translation of Kyrgyz diplomatic
note No. 011-11/2231, dated November 16, 2007:
Begin text.
The Ministry of Foreign Affairs of the Kyrgyz Republic
presents its compliments to the Embassy of the United States
of America and has the honor to convey the following
information.
The Ministry has repeatedly requested U.S. official
representatives to expedite the completion of the
investigation into the killing of Kyrgyz citizen A.S. Ivanov.
At the last meeting with U.S. representatives in October
this year, the U.S. side informed that the investigation was
at its final stage.
Taking into account that this tragic incident is under the
close control of the country's leadership, the Ministry
requests that it be informed about the results of the
investigation.
The Ministry avails itself of this opportunity to renew to
the Embassy the assurances of its highest consideration.
