SUBJECT: FATF IRAN STATEMENT DELIVERED TO KYRGYZ

1. (SBU) Pol-Econ Chief delivered reftel points and guidance
on November 6 to Ulan Danikeev, First Deputy Chairman of the
Financial Intelligence Service of the Kyrgyz Republic.
Although Kyrgyzstan is not a member of FATF, Danikeev
welcomed the information about the FATF statement. Danikeev
said that Kyrgyzstan supported the relevant UNSC Resolutions
(1737 and others) and would fulfill its obligations under
those resolutions.
2. (SBU) Danikeev added that copies of notifications
(including information provided by the U.S. government) on
money laundering/terrorist finance were regularly distributed
among the MFA, the security services, the central bank, and
the Financial Intelligence Service. These notifications were
distributed to commercial banks through access to the
websites of the central bank and the Financial Intelligence
Service.
